A flight to Béarn and the debate is relaunched. Tuesday December 17, 2024, during the Municipal Council of Pau, of which the current Prime Minister, François Bayrou, is mayor, the question of accumulation of mandates returned to the table. The new tenant of Matignon declared that the 2014 law “is an error and I think we need to think about a new organization […] This debate must be resumed.”
In Hauts-de-Seine, Jean-Didier Berger (LR) was able to experience, for almost 6 monthsthis accumulation, the latter occupying several political functions. Indeed, since his election last July, the elected official has been a deputy, mayor, president of the South Valley Greater Paris and vice-president of the Île-de-France region. “I showed that everything was compatible,” he congratulates himself toParis news.
Combine functions to better understand the terrain?
Since 2014, a parliamentarian can no longer occupy a position local executive functions in addition to these functions in Parliament. Except for exceptions. And this is the case of the mayor of Clamart. After his election to the National Assembly following the dissolution, a appeal was filed before the Constitutional Council in order to contest the result of the vote. During this procedure, which can be long, the elected official cannot replace any of his other functions.
Since then, he has claimed “deputy mayor of Clamart”so much so that on his X account, he proudly displays this new mention that he has given himself. According to him, “the accumulation and compatibility of mandates should be obligatory,” he says. From experience, he believes that this “could avoid above ground deputies and allow elected officials to know their area better.”
The 2014 law, an “error”?
Concerning a bill on a return to the accumulation of mandates, Jean-Didier Berger could “take this initiative without difficulty”. For him, this measure “would mean the return of local elected officialsin whom people trust.” In the corridors of the Bourbon Palace, parliamentarians are less and less reluctant on this subject.
But the current law requires the elected official to relinquish the town hall as well as the vice-presidency of the region. However, it will remain municipal councilor and territorial in addition to its role in the National Assembly. “I will always make sure to stay to the nearest of my team at town hall,” he assures.
