The Metropolis is launching a call for projects for the creation of a cultural and versatile living space on the site of the Béthencourt triangle, near the Flaubert district and a stone’s throw from the Seine.
The Metropolis wishes to encourage the emergence of a new attractive cultural and creative hub at the gates of the Flaubert district and more particularly, on the left bank quays and its surroundings, made up of activities already well identified by the population, such as the 106 scene of current music and those of hangars 105 and 107 (contemporary art center, restaurants, bookstore, Vikings immersive city, etc.), but also emerging developments such as the Camille-Claudel canal, which will strengthen the large green promenade along the Seine, from Pont Corneille to the Rollet peninsula.
Located in the Flaubert eco-district, the Béthencourt site, also called the Béthencourt triangle, is an urban space with strong potential located on a plot of the public domain of Haropa Port with an area of 16,000 m². Made up of eight buildings, including the emblematic building known as the Clock, the site is today still partly occupied by the technical department of Haropa Port, Rouen site (STR), scheduled to move by 2027.
In this context, the Metropolis wishes to select an economic operator to design and carry out an investment program and ensure the operation of this future cultural hub, as part of a call for projects.
The proposed project must necessarily meet the following objectives:
- Promote a built heritage, witness to the port and industrial history of the district,
- Develop an economically viable project, without subsidies and without public participation from the Metropolis,
- Propose a project for a cultural, hybrid and friendly living space participating in the development and animation of the Rouen Flaubert district, permeable to its environment and open to users of this district and more broadly to those of the Metropolis,
- Diversify the cultural, artistic and creative offering in complementarity with the structures already in place in the neighborhood and on the territory.
