The Minister of Foreign Affairs, the Honorable Mélanie Joly, announced today that Canada is imposing sanctions against individuals involved in Russia’s ongoing human rights violations since the start of its large-scale invasion of Ukraine and its occupation of Crimea.

Those sanctioned today are involved in the systematic and widespread use of torture and other cruel, inhuman or degrading treatment or punishment against detained Ukrainian citizens, including prisoners of war and civilians. These are officials and employees of the Federal Penitentiary Service (FSIN), the Federal Security Service (FSB) and the Russian National Guard (Rosgvardia). It is well documented that these individuals are directly involved in the torture and deaths of Ukrainian civilians and prisoners of war, including human rights activists, in numerous penal colonies.

Canada will continue to denounce and condemn the human rights violations committed by Russian authorities and their local collaborators against Ukrainian citizens during the illegal and large-scale invasion of Ukraine by Russia, while the Ukrainian population continues to vigorously defend its rights and freedoms despite the bellicose acts perpetrated by Russia.
