Monday, December 2, a public meeting took place at the town hall of Cadillac, in Gironde, in order toinform users on the transfer, from 1is January 2025, of the Prevention and waste managementof the Community of Communes (CDC) Convergence Garonne in Semoctome. A meeting that ended under the boos.
From a fee to a tax
This transfer of skills leads to the removal of the fee household waste removal (Reom) and the transition to tax household waste removal (Teom).
At the CDC, we do not have the engineering necessary to ensure waste management.
In fact, the CDC had until now had to collaborate with several providerswhich gave rise to various pricing, depending on the areas in which the municipalities are located.
Semoctom, a waste management establishment
Semoctom, the Entre deux Mers union for waste management, is a public administrative establishment. Since 1980, it has carried out a general interest mission of prevention, collection and treatment of waste in a territory made up of 85 municipalities. It is made up of 7 communities of municipalities and 1 community of agglomeration, in whole or in part, and serves nearly 115,000 inhabitants.
A tax to avoid fraud
Additionally, she explains that she can't spot all the fraudsters who do not declare themselves and don't pay for these services.
This is why, from 1is January 2025, all municipalities will only havean interlocutorthe Semoctom. This will result in a easier management and less fraud, according to the CDC and Semoctom.
This change involves a new collection for those administered: a tax replaces a fee, the household waste removal tax (Teom).
This Teom system is presented by the CDC with three main axes:
- a system of single financing
- limitation of unpaid debts
- projects of waste reduction
Responsible for owners and tenants
The owners will pay the Teom, while the lessor owners will have it paid at their tenants. It is billed according to the rental value defined by the General Tax Code and a rate which will be set by the CDC in April 2025.
In 2025, the payment of the Teom will be made over three months and from 2026, the monthly payment will be possible.
User dissatisfaction: measures booed
This change caused a reaction from the public present, who showed themselves very pessimistic.
I live alone in a large house and will pay as much Teom as a large family, concentrated in a small home!
“Whether we sort or not, we will pay the same so what is the point of sorting? », cried several people. Representatives of the CDC and Semoctom tried to ease tensions, but the meeting ended under pressure. boos from the audience who finds these measures unfair.
Changes announced for waste collection
“As of March 3, 2025, garbage collection will be every 15 days with, alternately, that of household waste and that of selective sorting », Notifies Jean-François Auby, president of Semoctom.
Through its En100ble project, Semoctom aims 100 kg of wasteless for the year 2030 by prioritizing recycling, compostinggrinding and prevention.
