They left reassured, but vigilant. At the invitation of the City of Butry-sur-Oise and the Departmental Council of Val-d'Oisethirty residents of rue de Parmain attended a “progress update” on the situation of this road, Monday December 2, 2024, at the town hall.
Redone in 2026
Reminder: closed to traffic since February 8 due to deformation of the roadway and the risk of a wall collapsing, rue de Parmain (Rd4) partially reopened to car traffic on September 13.
“This departmental road has suffered geological consequences and we took the situation head on, in conjunction with the municipality,” recalls Anthony Arciero, departmental advisor responsible for roads. Nearly €500,000 has already been spent on this road since the damage was noted. »
After studies carried out by the independent consultancy firm Cerema, the Departmental Council services carried out several developments: yellow marking, temporary diversion route, making Rue de Parmain one-way, installation of gantries limiting the size of vehicles to each end of the street (-1.9m)…
These measures being provisional, the representatives of the Department presented the continuation of the work to be carried out.
Traffic down
Since September 13, 2024, traffic on Rue de Parmain has been reopened with one-way traffic and a ban on heavy goods vehicles. Consequence: traffic has dropped significantly on this axis. According to the figures: 1,100 cars pass there every day and 85% of users drive at a speed below 36 km/h. Before the closure of Rd 4, rue de Parmain saw 3,000 vehicles pass daily.
On the sides of the road, the weakened walls of the properties will be reinforced by the creation of counter-walls, instead of props, and the nailing of other structures. As for the roadway, it will be leveled over 250 linear meters.
The networks (gas, water, electricity, optical fiber, etc.) will be secured, lightweight embankments (road polystyrene and clay balls) will then be put in place with a protective concrete slab.
“We must not create watertight walls, the water must be able to drain,” insists Marielle Fleury, head of the territorial support department of the departmental roads department. The filling of certain basement cellars will be taken care of by the Department. »
We will see later whether this remains a departmental road or a municipal road.
The total cost of this project amounts to 2.1 million euros, fully covered by the Departmental Council. Calls for tenders will be launched in the first half of 2025.
Once the companies have been designated and the contracts awarded, work will start in 2026. It is expected to last between three and six months.
During the operation, traffic will be completely interrupted on rue de Parmain. “The objective is to secure the roadway. We will see later if it remains a departmental road or a municipal road,” adds Anthony Arciero.
Return of the trucks?
In the meantime, a commission for this will be trained. It will bring together local residents, elected officials from the City and representatives of the Departmental Council who will discuss the opportunity to restore this two-way street and reopen traffic to heavy goods vehicles.
“In Mériel and Parmain, the towns are crossed by one-way streets and these are departmental roads,” recalls a local resident.
“There is better,” appreciates Patricia Goffard, president of the Association of residents of rue de Parmain (Aripar). They understood that the problem of this street is multiple. On the other hand, putting it back in a double sense is no longer possible. »
