Wednesday November 27, as part of the compatibility of the PLU, a public meeting was held at the Foyer municipal de Saint-Justin to present the Hélios photovoltaic project, covering the plots burned in June 2021 in the municipalities of Vielle-Soubiran and Saint-Justin. The respective mayors, Sylvie Lauron and Philippe Latry, were alongside Séverine Pasquinet, from the Incidences group, who won the call for expressions of interest (AMI) in tandem with TotalEnergies.
Philippe Latry, president of the community of communes of Landes d'Armagnac, recalled that this community project is one of five spread across the territory (with Cachen, Herré, Saint-Gor and Baudignan). Five production units which will enable operators to respond favorably to the request of elected officials to set up in their territory an innovative system of collective self-consumption for the benefit of individuals, businesses, craftsmen and traders in the Landes d'Armagnac.
National premiere
An initiative so innovative that it is a national first: it is up to the project company (1) to lay down the rules.
A point which raised many questions, from which we can remember that part of the production of this green energy (3 megawatts, regulatory limit) will be devoted to collective self-consumption. Subscribers, who will be able to keep their usual supplier, will receive a second Helios invoice at a competitive price and linked to their daytime consumption recorded by the Linky meters.
On the community side, the president of the intercommunality, Philippe Latry, recalled that the new resources, rents plus Ifer (2), will be distributed 47% for the municipalities making their land available and 53% for the Community of Communes of Landes d'Armagnac (CCLA), project leader. These new revenues will be used in particular to support the policy of services to the population (childhood and youth, Intercommunal Social Action Center, etc.) supported by the CCLA: a godsend in the times that lie ahead.
But nothing will happen before 2028, the date of commissioning of this 39 megawatt unit covering 34 hectares, 60% of which is in the Saint-Justin territory.
(1) The project company, created in December 2023, brings together Incidences, TotalEnergies, the Communauté de communes des Landes d'Armagnac, Terra energies and Enerlandes.
(2) Flat-rate tax on network companies collected by the State for the benefit of local authorities.
