The administrative investigation into the functioning of the Bulle Municipal Council (FR) is closed. In her order published Wednesday, the prefect of Sarine issues a warning against the trustee and orders a series of organizational measures to restore regular operations.

The administrative investigation entrusted to the extraordinary substitute prefect Lise-Marie Graden by the Directorate of Institutions, Agriculture and Forests (DIAF) of the canton of Friborg was opened on March 28, 2023. It concerned the remuneration of the general secretary of the capital of the Gruyère district and the resignation of municipal councilor Eric Gobet.
The resignation had presented his action as the consequence of a decision of the Municipal Council of Bulle in connection with the remuneration of the secretary general of the municipality for his activity as chairman of the board of directors of the company Gruyère Energie SA (GESA), recalled the State of Friborg on Wednesday.
The closing order notes that the Bullois Municipal Council did not handle the file on the remuneration of the general secretary in a manner consistent with the duty of care. She reminds the members of the executive of the law and the obligations linked to this office.

On an individual level, the order notes that certain members of the Municipal Council, current or past, have occasionally failed in their duty of care. However, it does not take any measures against them. She finally sends a warning against Jacques Morand, in his role as trustee.
The prefect of Sarine orders the Municipal Council to take several measures concerning the administrative and technical commissions, access to minutes, monitoring and execution of decisions, resources available to members of the Municipal Council to fulfill their mandate as well as the representation of the municipality towards the companies in which it holds shares.
