“It’s unbearable!” » “It’s poisoning our lives!” » “We don’t know what to do anymore.” Three residents from Manoir-sur-Seine (Eure) share their dismay with us. They are against a resident of the Villagebuilding located in impasse du Dauphiné and belonging to the social landlord MonLogement27, in which a young man “around twenty years old”according to the gendarmerie, is at the origin of many nuisances.
“He’s been here for three years and there haven’t been any problems. He would party with friends from time to time, but not seriously. And since last July, it's been nonsense », exclaims Céline*, a resident embarrassed by “the endless evenings almost every night with the sound blasting and people screaming.” According to her, “it’s sometimes for two days non-stop! »

The young man would also host two other friendswhich, according to testimonies, would be “aggressive and threatening” . Céline affirms: “All the tenants are fed up, but they don’t say anything because they are afraid. » A neighbor, Alice, specifies: “Saturday November 8, we couldn't go to bed before 7:30 or 8 a.m. there was so much noise. My children are scared and have great difficulty sleeping. »
“Gunshots” or just a video game?
On the night of November 9 to 10, 2024, the gendarmes intervened for nighttime noise and fined the individual (fine of €68). But the local residents we interviewed believe that “this is not enough”. They also point the finger the use of rockets and firecrackerssent through the window (which we were able to see on a video of a resident living nearby) as well as “gunshots”.
On this last point, the commander of the Louviers gendarmerie, Pascaline Tesio, refutes: “This story is that they were playing on the games console with the windows open and the sound quite loud. » During the intervention of the gendarmerie, the individuals inside the apartment declared that they were playing the recently released war game, Call of Duty : Black Ops 6 (published by Activision). But the residents laugh, convinced they heard “real gunshots”.
“These individuals are sometimes violent,” says the mayor
The mayor of Manoir-sur-Seine, Daniel Bayartconfirms that “the problem has been going on for several months”. He also validates the gunshot theory, without having proof. Details: “There is even had a petition launchedbut many people did not want to sign for fear of reprisals. These individuals are sometimes violent. Not long ago, they broke the front door of the residence, so they could enter without having to wait for someone to open it. The residents around are getting sick. One day, a woman even fainted in town hall due to anxiety and lack of sleep. »
The gendarmerie commander sees this “a neighborhood conflict because of an indelicate and very noisy individual” . She states that “the gendarmes were called 15 timesduring the last three or four months” and specifies that the individual was only fined twice. “In the vast majority of cases, the noise had stopped before our arrival. If we don’t notice anything, we can’t verbalize,” says Pascaline Tesio.
Crisis meeting at the end of November
For its part, MonLogement27 is informed of the problem. THE general director of the social landlord, Étienne Charrieau recalls that “unfortunately, we do not have police powers. We have no capacity to act outside of a judge’s decision.”
And faced with the hope of certain residents of seeing the individual be evicted, the general director recalls that “during periods of winter break [N.D.L.R. : du 1er novembre au 31 mars] we can’t throw someone out.”
This type of situation leads to graduated procedure at MonLogement27. “First, we need to look at whether the facts are proven and the reality of the situation. Then, we remind the unscrupulous tenant of the obligations of the lease. Then, when things don't stop and there is a clear disturbance, the tenant is summoned. Finally, if it still does not stop, we will investigate the file to request a termination of the lease from a judge. »
In the case of the individual from the Le Village residence, it was convened by the end of November 2024at a meeting in the presence of the town hall, the gendarmerie and MonLogement27. Étienne Charrieau remains hopeful that “this meeting will be the necessary shock”. He continues: “We have a certain number of neighborhood disturbances every year. [N.D.L.R. : entre 30 et 50 dossiers sur près de 22 000 locataires] but incivility of this kind remains rare. »
Finally, the general director affirms that “MonLogement27 has not received any written request from the tenants of the Village. For things to move forward, we need complaints, handrails, petitions when they exist, in short all the elements that are dependent if we decide to file a case. »
When contacted, the young man who lives in the accommodation did not respond to our interview request.
