POLICY. The Haute- Departmental Council debated the 2025 budgetary guidelines this Friday morning. The reduction in investment and operating expenses will take place until 2030.

“We are heading straight for historic social and territorial destruction! » For Nicolas Lacroix, this is a predictable consequence for local authorities if the State “continue on the path” of a demand for effort resting on them. “The Prime Minister said in his general speech that we must protect the most vulnerable, while he leaves us the means to do so”added the president of the Departmental Council of Haute-Marne, Friday November 22, during a plenary session marked above all by the debate on budgetary orientations.

The context, the first vice-president Bernard Gendrot recalled: a « effort » from 5 to 7.5 billion euros requested from communities, as part of the initial 2025 finance bill currently being debated by Parliament. Until the outcome of the parliamentary work, the majority of the Department has already announced that the objective is to reduce expenditure “up to 61 million euros, out of a total of 1.7 billion euros projected over the period 2025-2030”. Concretely: 34 million euros less in investment expenses, 27 million euros less in operating expenses.

“Not on the plane”

This is what will already be reflected in the initial 2025 budget which will be voted on soon. “We could have chosen the plane, we did things more finely, policy by policy”summarizes Nicolas Lacroix. The objective is “to maintain quality while making efforts”added vice-president Rachel Blanc, responding to questions from Laurence Robert-Dehault (RN) on a reduction of €500,000 in the budget allocated to autonomy. It was unanimously that the elected officials noted – it is now obligatory since last year – that there was a debate, before moving on to the examination of the files of the standing committee.
