Morocco will host, on November 21 and 22 in Rabat, a retreat of the UN Human Rights Council (HRC), under the Moroccan presidency of the said Council.
This event will be the first of this UN body in the MENA region and the second on the African continent. The “Rabat Retreat” aims to create a space for dialogue in order to encourage reflection on the process of examining the status of the Human Rights Council by the General Assembly, in accordance with its resolution establishing its creation.
The retreat will be an opportunity to highlight the presidency’s proposals concerning the rationalization and effectiveness of the HRC, subjects currently debated under the aegis of numerous co-facilitators. It will also focus on coordination between bodies with a human rights mandate within the United Nations in Geneva and New York to ensure greater coherence in the work of the United Nations on human rights. ‘Man.
Strengthen the effectiveness and efficiency of the HRC
Initiated in 2010 in Bangkok, this format has since been adopted by countries that have chaired the Human Rights Council, including Germany, Slovenia, Senegal, Switzerland and Austria. This retreat proved valuable in encouraging in-depth discussions, notably leading to the adoption of the UN General Assembly resolution on the functioning of the HRC.
The retreats provide successive presidents of the HRC with a unique opportunity to engage with various stakeholders to identify and explore solutions aimed at strengthening the effectiveness and efficiency of the Council. These meetings make it possible to address current challenges in depth, to gather varied perspectives and to propose avenues for improvement which contribute to optimizing the functioning and impact of the HRC’s actions in the field of human rights.
These meetings, bringing together Member States, coordinators of regional groups, the High Commissioner for Human Rights and representatives of civil society, will allow broad and in-depth exchanges of views.
