I. CONTEXT AND OBJECTIVE

The Bambari zone office covers 4 prefectures in the South-East of the Central African Republic: Ouaka, Basse-Kotto, Mbomou and Haut-Mbomou. It has 2 offices, the main office of which is based in Bambari with a field office in Bangassou.

The operational context is marked by a very volatile security situation with almost permanent insecurity in the four prefectures, all of which are rear bases for different armed groups.

Furthermore, food insecurity is worryingly serious and affects all of these prefectures and increased chronic malnutrition results in high rates exceeding alert and emergency thresholds in certain localities.

Thus, to meet the needs of these vulnerable people in food insecurity, the WFP, in addition to the “food” modality, also uses monetary transfer mechanisms called Cash Based Transfers (CBT).

The post holder is expected to be responsible for completing a range of processes and activities requiring some interpretation of standard guidelines/practices for all WFP assistance modalities and common logistics services and be able to recommend a course of action to staff at various levels.

The specific objective of this position is to ensure that supply chain activities run smoothly in the area office but in particular, to ensure that all activities related to the CBT modality are well implemented and compliant with the “Business Process Model” and in compliance with the “RACI” Responsible-Accountable-Consulted-Informed approach.

II. RESPONSIBILITIES :

Under the direct supervision of the Area Office Logistics Manager, the incumbent will have the following responsibilities:

  1. Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the efficient delivery of food aid to beneficiaries
  2. Support the timely ordering and delivery of products and supplies to authorized partners and destinations
  3. Support the management of contractual activities of logistics service providers, including monitoring and measuring performance
  4. Respond to a variety of technical questions/support requests, following standard processes and obtaining advice as needed, to ensure timely and accurate resolution of all requests with a high-level customer service mindset .
  5. Reconcile trade data and prepare timely payment analysis of retailers as well as processing of other logistics invoices.
  6. Monitor e-voucher and cash distributions in the areas covered by the Area office; Control the quantity and quality of food as well as inspect retail outlets. Analyze and evaluate the performance of retailers, and participate in the evaluation of potential retailers in the locality
  7. Help monitor inventory management processes to track trends and report inventory status from source to recipient
  8. Assist in managing the quality and integrity of product accounting data.
  9. Process documentation for the execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate action to resolve operational issues by escalating various issues to the supervisor
  10. Collect and compile data, produce and/or contribute to reports (e.g. CCTI, ACR, financial close, physical inventory, transport performance) and ensure accuracy of information in the LESS and COMET systems
  11. Liaise with a limited number of internal external stakeholders to support effective management of logistics operations.
  12. Provide guidance to other support staff, to help them complete standard tasks to agreed standards and deadlines.
  13. Check the conformity of foodstuffs received in stores with the documents.
  14. Monitor and coordinate, in close collaboration with the area office (Bambari and Bangassou), the daily activities of storekeepers and storekeeper assistants, ensuring their supervision and training in stock and warehouse management.

III. DELIVERABLES

  1. The Area office’s logistics activities are carried out under good conditions and comply with the rules and SOPs in force;
  2. Logistics partners, including transporters, handlers and retail traders, comply with WFP rules in the implementation of activities and treat beneficiaries of food assistance with dignity.
  3. Good practices in inventory and warehouse management are developed
  4. All activities related to the CBT modality are well implemented and compliant with the “Business Process Model” and in compliance with the “RACI” Responsible-Accountable-Consulted-Informed approach.

IV. FUNCTIONAL CAPABILITIES

Description of expected behavior for the skill level

Supply chain management and optimization

Demonstrate ability to design core supply chain networks, including assessing and escalating challenges appropriately to ensure WFP is able to provide consistent and uninterrupted service to its beneficiaries and partners.

Planning, project and resource management

Collect and analyze relevant technical data from various sources to forecast operational needs under various scenarios and make evidence-based proposals.

Information Management and Reporting

Liaise with internal and external stakeholders to consolidate preliminary data analysis, write reports and disseminate information that represents concerns and trends.

Market analysis, procurement and operational execution

Demonstrate ability to gather market information and process and analyze proposals in accordance with WFP standard rules and regulations in order to deliver effectively.

Warehouse and inventory management

Demonstrate the ability to implement warehouse operational procedures and prescriptive guidance in order to manage the WFP warehouse, effectively manage inventory through company systems and ensure loss mitigation.

Technical assistance and coordination

Demonstrate capacity to provide basic technical advice and maintain effective logistics coordination mechanisms (inclusive, collaborative and unified) with humanitarian partners and other relevant stakeholders.

V. DESIRED EXPERIENCE

  • Experience maintaining business systems and performing queries on current shipments, pipeline information, insurance claims and food inventory.
  • Experience in administering Logistics Service Provider contracts
  • Experience in compiling contractual documents.
  • Experience in contract execution.
  • Experience in budget monitoring and reporting.

VI. REQUIRED QUALIFICATIONS AND EXPERIENCE

Education : Secondary studies attested by a post-secondary certificate in transport, logistics, economics or any other related functional field

Experience : Minimum 4 years of experience in logistics and transport management. Knowledge of monetary transfer mechanisms would be a great asset

Language : Have a perfect command of French.
