The Department of Yvelines is on the front line facing the housing crisis. It pursues a proactive policy, in particular through a specific system which helps families access property by staying where they live at prices well below the real estate market. A residence of 21 housing units, built in this sense, was inaugurated on Tuesday, November 12 in Viroflay.

The Bail Réel Solidaire (BRS) is the flagship tool of the Department to promote access to property at an affordable price. Managed by the Office Foncier Solidaire (OFS) of Yvelines, specially created for this purpose in 2021, it allows you to buy a good at a reasonable price. And to promote this innovative system, the organization communicates with a very catchy slogan: become an owner for the price of your rent!
Housing 30 to 40% cheaper
The process is a good plan for buyers. The figures concerning the real estate complex which was inaugurated in Viroflay speak for themselves. While the square meter of the Les Bertisettes residence was offered at €4,900 compared to €7,500 in the private market, i.e. 35% discount compared to classic accession in new properties. “It’s very interesting,” explains a young couple from the town who have become owners. Without the BRS, we would not have been able to buy in Viroflay or we would have been forced to move away from the region.”

The occupants of the residence, who recently moved into their apartments, attended the inauguration ceremony. After cutting the tricolor ribbon, Pierre Bédier, the president of the departmental council, returned to the Department's commitment.
“The Department’s policy is very strong in the area of housing,” he insisted. Our approach is to allow Yvelin residents to become owners so that they have a roof over their heads.”
For his part Olivier Lebrun, mayor of Viroflay and president of the OFS, welcomed the success of the project completed in 3 and a half years. “The Department was an actor,” he underlined. The residence has 53 new residents whose average age is 35 years old.

Other projects under construction
The operation of the BRS is based on a specific mechanism. “We buy land and retain ownership. A real estate operator, project owner, builds and resells housing in BRS, explains Simon Goudiard, the director. The purchaser becomes the owner of a real property right. In return, after settling into his apartment, he must pay back a monthly land rent the amount of which was set at one euro per square meter of living space.
Before Viroflay, a BRS real estate complex was delivered, representing 28 housing units, in Voisins-le-Bretonneux. 30 other homes will be delivered before the end of the year in Mesnil-Saint-Denis and Voisins-le-Bretonneux. Several other projects are underway, among others in Sartrouville, Bailly and Bougival.
