With 1,550 berths (1,000 at the afloat port and 550 at the beaching port), Pornichet is the leading marina in Loire-Atlantique and the fourth on the west coast. The equipment, which will soon be 50 years old, has largely reached its limits and the City, owner, had a complete modernization project in its pipeline. In 2021, it first launched a public service delegation procedure for the redevelopment and operation of the two ports. Of the three groups selected, only Edeis Concessions sent its proposal, but the community decided not to follow up.
“We have not given up yet,” says Mayor Jean-Claude Pelleteur. We had time since the current concessions do not end until the end of 2026 and we chose to have the project carried out by a local mixed economy company (SEML) of which the City will be the majority shareholder. » The other stakeholders are the companies Charier GC and Legendre Génie civil, as well as Loire-Atlantique Nautisme, a structure of the department and the chamber of commerce which manages several other ports.
“It was for us the best guarantee to see this project succeed while ensuring that costs and prices are controlled for boaters,” underlines Romain Siguier, town planning deputy in charge of ports. As shareholders, all stakeholders will be interested in the project, and we are therefore sure of their full involvement. Finally, the municipality's investment will be quickly offset by the revenue it will receive. [a minima 11 M€ au titre de la redevance d’occupation du domaine public, NDLR] “. The call for tenders won by SEML resulted in a single concession lasting forty years. In the meantime, the program was modified with the abandonment of a large evolution basin and a threshold port (with a door in order to be in water, whatever the tide), making it more realistic at economic plan.
Coastline. Valued at €41.5 million excluding tax, the project will be financed 53% from equity, including €20.5 million through usage guarantees previously marketed. The urban planning and architectural component, entrusted to the Rougerie + Tangram agency, provides for the construction of a new 8,000 m2 platform, the raising of the dyke of the beaching port by 1.50 m in order to adapt to the evolution of the coastline, the demolition of the current premises and the creation of 4,600 m2 of buildings to accommodate around ten restaurants, several commercial units, a nautical center and a reception room.
Construction will begin at the end of 2027 for delivery in spring 2029. “Tomorrow, our ports must be real places to live,” believes Romain Siguier. It is as much a pleasure project as a city project with urban, economic and tourist challenges. »
