Jean-Michel Prieur, mayor of Parthenay, announced Thursday November 14, 2024 during a press point a whole series of measures related to security, in the face of incivility. Starting with the installation of cameras flanked by artificial intelligence software to detect illegal dumping of waste, like the measure taken in Bocage Bressuirais.

Without revealing their number or their location, the mayor indicated that these cameras, which can be moved according to problem points, have been in place at strategic waste collection locations in Parthenay since November 8, 2024. And that They have already made it possible to confuse around ten authors of this incivility.

A hydrogel machine at €23,880

Spent for three years with a company, the contract for this new system amounts to €60,000. “The City reminds that illegal dumping is subject to administrative fines which will range, depending on the nature of the waste deposited, from €350 to €15,000, for example for dangerous waste such as asbestos,” added the mayor of Parthenay.

These cameras, in addition to the eight video surveillance points already in place in the city, can also be used against the authors of tags. Parthenay has just purchased a hydro-exfoliator for €23,880 to clean soiled walls and “there is already more than a month of work before we start to see the results of these deletions”, specifies Claude Beauchamp, deputy mayor in charge of the living environment.

May 8 and Aragon Square: gatherings prohibited

Another tightening measure in the face of recurring incivility, Parthenay intends to take in the week of November 18 to 22, 2024, “in cooperation with the gendarmerie”, an anti-assembly decree “which prohibits the gathering of more than three people on public roads in an area covering Place du 8-Mai and Square Aragon, except on Wednesdays and other duly authorized events”. The mayor indicates that he is following requests from residents and traders and petitions in the face of repeated nuisances.

The same goes for obvious drunkenness on public roads. On November 10, 2024, the City issued an order (effective until November 1, 2024).is July 2025) prohibiting the sale of alcohol from 8:30 p.m. to 8 a.m. in areas going from the city center to the Loges area.

Like Place du 11-Novembre, the blue parking zones will be repainted and the inherent regulations will once again apply.

The return of the blue zones

Among the other measures announced, the City is also tackling private spaces left fallow. It is also preparing the reestablishment of the blue parking zones, a priori by the end of the year, after a lick of fresh paint (like the Place du 11-Novembre) then a period of prevention accompanied by provision parking discs. Beyond half an hour or one and a half hours depending on the locations indicated by signs, offenders will be subject to a fine of €35.

Are we seeing a turn of the security screw to attract a well-targeted electorate a little over a year before the municipal elections? « Non, assures Jean-Michel Prieur.
