The political storm does not abate in the commune of Goven (Ille-et-Vilaine). The municipal council has three new elected officials who have resigned. After four deputies and a delegated municipal councilor from the majority, it was Martine Bougault, Jean-François Plain and Fabrice Gaubert, forming part of the minority who decided to end their mandate. “No one dares to say things when everyone knows that the atmosphere is catastrophic,” Fabrice Gaubert annoys.

“A mishandled staff”

For him it is clear “that there is no more captain on board the ship”. He makes the same observation as the first resigners, particularly on human resources policy.

“There was a turnover of around twenty agents out of 70 during this mandate. It is not, as the mayor says, the simple desire to look elsewhere but the result of mishandled staff while there was an internal struggle between deputies. continues the elected official who does not mince his words. He denounces “an unhealthy atmosphere which is paid for by the agents who work and who can't take it anymore”. Ce which pushed him to resign.

A counter-editorial and a warning letter

“The tipping point” according to him, occurred doubly at the end of 2023 and the beginning of 2024. “In December, there was a response from caregivers to an editorial in the municipal bulletin which stated that everything was fine and that we were going to have doctors. The health home cost 1.8 million euros. It is the most expensive built in the sector with, consequently, high rents, which do not encourage installation, notes the chosen one. We tried to understand why such a cost but we still have no answer. The surrounding communities have new doctors, not us. »

Then came the other shock wave: the letter sent by agents to all members of the municipal council. It confirmed the fears of some of them regarding the turnover of civil servants.

They then expressed “a loss of confidence, an unhealthy and burdensome work atmosphere but also disrespectful exchanges leading to alarming situations of distress and work stoppages”.

Other grievances motivate resignation

In the columns of West on October 23, Norbert Saulnier, mayor, spoke of “minor malfunctions” Who “gave rise to collaborative work with the civil service management center” to treat them. The councilor also noted that “the reminders, the interviews, the different protocols put in place to obtain optimum operation, individual behaviors have not made it possible to obtain a better public service”.

A somewhat short argument for the taste of Fabrice Gaubert who harbors other grievances concerning, for example, “the final cost of the work on the old presbytery which almost doubled, without details” and the project to build a new school “instead of sports equipment for a high cost that the next elected officials will bear if it is implemented”.

Taking out the calculator, out of the 27 elected officials sitting on the municipal council, there are only 19 left. This is enough to continue to be able to manage the municipality. If the following on the two lists (majority and minority) come to sit, this will strengthen the numbers. If this is not the case and a new resignation occurs, a full by-election may take place.
