The Femmes solidaires association has developed a “Complaintometer”, allowing victims of sexual violence to know their rights when filing a complaint.
« Women or men don't file complaints for nothing! You have to go there to tell very intimate things… », begins Martine Gayraud, president of the Femmes solidaires association. Since the advent of the #MeToo movement, the voices of victims of rape and sexual assault have been freed. But it is still insufficient… Considering the statistics on complaint filings: “ 80% of complaints are dismissed due to lack of proof. And among the victims of femicide, 17% of them had filed a complaint », underlines the president.
Why these bad figures? Firstly because rape often remains difficult to prove, even more so when the victim denounces the facts late. Then, taking the complaint is a “ decisive step » : « If rights are little or not respected, the complaint is misunderstood… This can have an impact on the follow-up given. », continues Martine Gayraud.
The Gardoise recognizes that efforts have been made on the side of the police. But the situation on French territory remains very unequal. With its 190 local committees and two years of work, the Femmes solidaires association has developed a “complaintometer”. A small document practical, which fits in the handbag » allowing us to measure whether the complaint is filed in compliance with the law.
Presented in the form of a graduation, this system makes it possible to assess whether the conditions for filing a complaint and the investigation comply with the law. The document also contains the legal texts of the Code of Criminal Procedure, applicable to the rights of victims and children during the investigation. In particular, we find the possibility of being accompanied when filing the complaint, of being received by a female police officer or gendarme. “ Women are not required to disclose their address. They can give that of a third party if they agree », illustrates Martine Gayraud.
In a society marked by male domination, high-profile cases such as the Mazan rape trial, the convictions or confessions of famous people make us aware of the extent of the phenomenon. To continue this fight, the Femmes solidaires association would now like to meet several stakeholders, such as students from the Nîmes police academy. Partnerships for more justice and therefore more equality.
