A large committee gathered the press on Wednesday to say all the bad things they think about the counter-project to the “Urbadem” initiative voted by the right-wing majority in parliament. Originally, the initiators wanted to force the State to consult the population upstream of the process of developing a localized neighborhood plan (PLQ). This instrument serves to densify the areas of the canton, as provided for in the cantonal master plan.

The initiative “For a more democratic urban planning” (Urbadem) requested the suspension of a PLQ in the event of negative notice from the Municipal Council or during a municipal referendum. It offered owners the possibility of proposing an alternative PLQ, which could also have been opposed, possibly creating an endless loop. Fearing that it would arouse the support of citizens, the right opposed it with a counter-proposal, less restrictive: it offers owners, whether foreign or Swiss, whether they are natural or legal persons, the competence to launch a consultative municipal vote. The canton ultimately keeps control.
