Five months after the opposition formulated by the prefect of Aude to the Fontiers-Cabardès golf project, representatives of Telcapi were this Monday, June 17 at the Chamber of Commerce and Industry (CCI) of Aude to make an update on a file launched in 2009. Making an onslaught of arguments to demonstrate their exemplary nature in environmental matters and insisting on the tourist and economic impact of the planned site, they reiterated their desire for the file to go through to the end of the investigation.

“We would like to reassure”

Jean and Valéry Beauvillain, “representing the project leader”, Telcapi; Louis Madaule, president of the Chamber of Commerce and Industry (CCI) of Aude; Xavier Lévy, president of the Aude Construction Federation; but also Jean-Pierre Bouisset, vice-president of the community of communes of Montagne Noire, and Gérard Caral-Villa, president of the support committee. A stated desire, while awaiting a meeting requested with the prefect of Aude, but also with the coordinating prefect of the Massif Central, from whom the prefect of Aude requested the repeal of the authorization order for a new tourist unit (UTN) of 2012, the cornerstone of the project. With a claimed desire: “Go to the end of the investigation of the file, an instruction which must say whether the project is viable.”

“40,000 m3 of water, to the max”

If Telcapi withdrew in 2017 a “first request for planning permission” filed in 2016, assured Valéry Beauvillain, it is good to adapt to “changes to the environmental code”. And while the bearer was preparing to file a new file, the “No” of the prefect has fallen, specified the representative. Five months later, those involved in the case wanted above all to talk about “tourist area of ​​the Montagne Noire. We do not want to reduce it to golf. The hotel will represent 35 to 40% of the investment, golf is 5 to 6%”. And “we are not talking about an American-style project, which would be productive and unsellable”, continued Jean Beauvillain. Before continuing with commitments in environmental matters, highlighting a label promised by a “partnership with the Natural History Museum”.

As a token of goodwill, declined by announcing a golf course “reduced to 27 hectares, when we did 40 to 50 10 years ago. We are reducing the surfaces on which we play, and which we water”. Water, a sensitive subject. Jean and Valéry Beauvillain would take turns trying to defuse the question: “For seven to eight months, we don’t water the golf course, we are no longer in the caricatured image we had, we are going to let the golf course turn yellow in the summer.” And to promise watering depending only on rainwater and runoff, “without input other than organic farming”before quantifying the needs: “In regions such as the Montagne Noire, a golf course is between 150,000 and 180,000 m3 consumption, even up to 250,000, depending on climate and topography. At Fontiers, it will be 40,000 m3to the max.”

CCI, FFB and community of municipalities for support

“A locomotive for our territory, a project that respects the environment, which brings economy, and is part of the regional logic of tourism development” : it is difficult to hope for a more flattering composite portrait than that drawn up by Louis Madaule, the president of the CCI of Aude. For this investment amounted to €80 million, Louis Madaule recalled his character “structuring”, “the creation of 80 jobs”, “the opening of the project to the population”and did not forget to mention “our companies’ habit of responding to environmental constraints”to in turn provide its support on the subjects that irritate.

Support, also, from the construction side, with Aude president Xavier Levy, keen to recall the “650 to 800 full-time equivalents” represented by the investment for the construction of the 4* hotel with 80 to 100 rooms, 45 houses, 50 apartments and 20 accommodations for seasonal workers listed by Valéry Beauvillain: a figure “not trivial”insisted Xavier Levy, “especially since the construction industry is going through a major crisis. This investment is a real breath of fresh air”. And in turn point out the environmental issue, ensuring that the “BTP has initiated its ecological transition”before renting “photovoltaic shades, local materials, wood heating” or even management “virtuous” water and spaces promised by Telcapi.
