the essential
With 164 million euros in savings to be made, Sébastien Vincini, president of the Haute-Garonne Departmental Council, is preparing severe budget cuts, impacting in particular the human resources of his community.

During the symbolic rally in front of the Haute-Garonne Prefecture on Thursday, to denounce the repercussions of the Finance Bill (PLF) on community budgets, Sébastien Vincini, president of the Haute-Garonne Departmental Council, did not hide his worry. Mr. Vincini notably mentioned an “almost impassable wall” to overcome to preserve the financial viability of his community.

164 million euros to find

The department will in fact be forced to take drastic measures to meet the objective of reducing expenditure by 164 million euros in 2025. This Friday, November 8, 2024 Sébastien Vincini announced to the unions and all of the agents of the community, the efforts that will have to be made in terms of human resources. “Although the community has implemented all the means at its disposal to limit the effects on staff, the seriousness of the situation leads it to make difficult choices” explains the community, which must save 20 to 25 million euros on human resources. An unprecedented effort.

The level of remuneration of agents maintained

In order to maintain the purchasing power of its agents, the department plans not to replace between 400 and 500 positions in 2025, “these non-replacements will primarily target temporary or reinforcement positions, with the exception of functions deemed essential for the continuity of public services” we are told. Sébastien Vincini assured all the agents of “his full mobilization to make the voice of the Department heard in the various national authorities” and “recall the consequences of these decisions, both on the public service for each citizen and on the lives of the agents and territorial agents”. The Haute-Garonne Departmental Council has around 7,400 agents.
