The feeder district encompasses three distinct centers – the future shopping center, new housing and an agricultural park – between rue de la République, boulevard Mendès- and the Rocade Est, on the other side of Groupama Stadium.

1 – Rehabilitation and extension of the hypermarket

For his umpteenth project presentation, Alain Landais has reduced the scope. “We must not be stubborn, the priority was the rehabilitation of a forty-year-old entity (construction in 1983). » Exit therefore the project of a commercial surface of 37,000 m². He will be satisfied with 22,000 m².

The hypermarket and the car park will be destroyed to make way for a single large building which will accommodate medium-sized stores on the ground floor, i.e. the adjoining businesses already present (Gamm Vert, Picard, Zeeman, etc.), as well as the drive with 14 withdrawal tracks created for the occasion. Upstairs will be the supermarket which will increase from 4,200 m² to 8,000 m², a Leclerc home and multimedia center covering 1,800 m², and 23 stores of less than 300 m².

The commercial offer will notably include restaurant areas, a pharmacy and a parapharmacy, a perfume store, a jewelry store, an optical store, a press, a travel area, etc. The parking lot will be integrated into the building and will double the current parking capacity ( from 800 to 1,600 places).

2 – Construction of 500 housing units

This is the novelty of this project. 500 housing units will be built along Boulevard Mendès-France on each side of Rue Cézanne, with 625 underground parking spaces. Spread across several buildings, they will house 77% apartments for ownership and 23% social housing.

3 – An agricultural park of 77,000 m²

The 70,000 m² agricultural plot located between rue Cézanne and the Biézin plain will be divided into three zones: a market gardening area of ​​1.5 hectares, an orchard and small livestock area of ​​2.5 hectares and an educational area of intended for schools, businesses and residents to raise awareness of the issues surrounding agriculture and food.

A call for expressions of interest will be launched for the operation of the site. The harvests will be offered in a sales area which will be created at the entrance to the housing area, or collected by Leclerc to avoid waste.

4 – Accessibility to review

The Metropolis will work on the accessibility of this future district which will transform the western entrance to the city. Program authorizations concerning development work on public spaces and roads must be voted on in mid-November at the next standing committee of the Metropolis. The envelope exceeds €4 million.

Access to the shopping center will be from Boulevard Mendès-France, but especially from Rue de la République, which will be recalibrated with a double lane, one of which is specific to entering the shopping center and thus avoiding queues from the Rocade.

The exit from the ring road is forgotten, but not the pedestrian bridge that the Metropolis always hopes for above the ring road. It is conditional on the financial participation of OL. Jean-Michel Aulas had given his agreement, it remains to be seen the position of the new boss, John Textor. In the meantime, it is included in the project and will arrive along rue Cézanne on a soft road which will reach the housing.

5 – A project for 2032 of €80 million

The envelope mentioned by Alain Landais is around €80 million. It will evolve according to the completion of this vast project which will be carried out “in situ”, in several phases: no store closures are planned during the work.

The two development permits for the two housing areas were submitted in October 2024, as was the building permit at town hall. The file for the CDAC (Departmental Commercial Development Commission) has also been submitted. Alain Landais hopes for his file to be passed in December.

Construction of the shopping center, housing and roads, as well as the construction of the agricultural park will be carried out between 2026 and 2028, for progressive delivery between 2029 and 2032.
