A committed player on the subject of marine submersion, the Department has signed an agreement with all the coastal communities of Charente-Maritime to delegate project management for the creation or upgrading of their containment systems. maritime.
To date, 22 containment systems have been delivered by the Department since the first PAPI label in 2012.
As part of the PAPI Nord Aunis, the construction site to create a withdrawal dike, corresponding to a level of protection for a Xynthia type event plus 20 cm, which started in August 2023 in Esnandes, is currently completing its second phase of work.
In Charente-Maritime, the program of protection works against marine submersion represents a total cost of around €230 million. This budget is distributed between nine Flood Prevention Action Programs (PAPI) supported by the EPCI and Unions.
The “Dikes Plan” prioritizes, in consultation with local authorities, the achievement of protection over a period of 15 years.
It aims to deliver containment systems that are adaptable to climatic changes and can be completed.

This investment program complements the strategic withdrawal operations carried out by the State (more than 250 houses deconstructed) and the initial emergency works program for a total amount of €50 million.
About PAPI Nord Aunis
The governance of this sector was structured with the creation of an intercommunity union between the Agglo de La Rochelle and Aunis Atlantique (SILEC) created in 2021 for the management of the dikes. The hydraulic functioning of this basin is complex with the Sèvre Niortaise estuary and the interaction between maritime and fluvial.
Two systems have been delivered (West Charron/Esnandes dike and Bas Bizet dike) and a third is underway in Esnandes (works suspended for the winter).
The preliminary technical studies for the northern dike of Charron have been finalized, as well as the withdrawal dikes as close as possible to the village for work targeted for 2025. Studies are also underway to strengthen the performance of the water management works. waters.
About PAPI La Rochelle
All the actions which were entrusted as project management to the Department by the Agglo de La Rochelle have been completed: Prée de Sion in Esnandes, Pampin and Fertalière in L'Houmeau, Aytré-Angoulins.
About PAPI Ile de Ré
For PAPI 1 and its amendment, the protections of Saint-Clément, Loix, La Flotte, Rivedoux Bourg, Sainte-Marie Montamer and Boutillon are complete. La Couarde nord and Rivedoux Corniche should start at the end of 2024.
For PAPI 2, technical and regulatory studies are underway on the large projects to the west of Fier d'Ars, from Portes to Ars. The environmental and landscape context and access to the structures are complex. The work is targeted for 2026.
About PAPI Châtelaillon-Plage / Yves/Fouras / Aix
The embankment systems of the island of Aix, Fouras Port Nord and Chaudières (along the RD137) are completed, as well as the dike of the Yves Nature Reserve. Management of the Fouras Port Nord containment system has been transferred to CARO. This transfer of management is in progress for the others.
