Michel Fournier, president of the Association of Rural Mayors of France (AMRF) and mayor of Voivres (Vosges), called, Sunday November 3 on franceinfo, to “consider a contribution that is based on income”. He reacted in particular to the comments of the Minister of Partnership with the Territories and Decentralization, Catherine Vautrin, who dismissed the idea of a return of the housing tax in Le Parisien/Aujourd'hui en France.
Michel Fournier does not come out in favor of reinstating the housing tax, but suggests designing a well-founded contribution “no longer on the rental value, as was the case with the housing tax, but on income”. According to him, it is essential that “everyone, whatever their situation, participates in the life of their community”. He emphasizes that “people who no longer pay” housing tax tends to have “increasingly greater demands” towards public services, assuming that “everything must be free”.
The president of the AMRF also focused on the distribution of state grants, in particular the General Operating Grant (DGF). He pleads for this not to be calculated solely based on the number of inhabitants, but also to take into account the surface area of municipalities, particularly rural ones. “We have 300 inhabitants, but it’s 1,750 hectares”he declares, taking the example of Les Voivres, the town he administers. “In everyday administration, we have an area to manage, and that has a cost, which benefits everyone”it is therefore necessary that this be taken into account “so that water, forests and soil can be valued”.
