A true right-hand man of the Director, the Deputy Director participates in the implementation of the strategic orientations of policies linked to the departmental road network set by elected officials and the General Management of the Departmental Council. In this context, he participates in the definition, implementation and evaluation of all measures falling within the scope of action of the Departmental Roads Department, whether construction, modernization, management and operation of the road network.

Furthermore, the Deputy Director personally manages the project management, the management of the programming of operations as well as the DRD budget and ensures their execution (consumption of investment and operating credits). He works to develop areas for improving asset management and developing innovation in the management's practices. He is responsible for the coordination of interventions between the management and the various services of the other operational and functional departments of the Departmental Council. He participates in the supervision of the six department heads, the executive assistant, the executive assistant and the shared secretaries.

The Deputy Director is likely to succeed the Director upon his termination of activity planned for the second half of 2025

Missions :

The Deputy Director carries out the following missions:

Intervention across the entire scope of the Management as part of a distribution with the director

  • Lead projects falling within the framework of the Department's strategic orientations validated by the Executive (framing, coordination, animation, implementation, evaluation of new systems, partnership, etc.);
  • Contribute to the management of the budgetary and accounting management of the department and participate in financial and economic arbitrations;
  • Assist, advise and alert elected officials and institutional bodies;
  • Participate in decision-making and crisis management
  • Participate in the development and then the application of the Strategic Road Plan 2025 -2035

Development and implementation of a common professional culture with a view to optimizing the service provided by the Departmental Roads Department:

  • Manage the implementation, evaluation and optimization of existing professional standards as well as their harmonization in the Val d'Oise territory,
  • Develop activity monitoring tools and dashboards with all services
  • Develop projects contributing to the improvement of the working conditions of Directorate agents and their improvement in skills,
  • Drive a dynamic of transversality in management.
  • Lead working groups with services and other departments in the department with a view to improving the quality of service provided by the Department,
  • Encourage discussions around new techniques for construction, operation and maintenance of the network, to encourage innovation on departmental roads.

You have significant experience in team management and you master the project approach. You have writing and organizational skills, a spirit of analysis and synthesis, which will allow you to successfully complete current projects.
You have interpersonal skills that will allow you to work cross-functionally. You know how to lead meetings, you have a sense of initiative and negotiation.

You have solid technical and regulatory knowledge on the one hand in terms of maintenance, operation and road design, and on the other hand in development procedures (land, town planning, consultation, etc.), management of the estate public roads, and works of art.
Your knowledge of the field of road infrastructure (construction, operation), the functioning of local authorities and the departmental institution will be appreciated for this position. Your basic knowledge of public accounting will be a plus.

This position is open to the employment framework of engineers and chief engineers, tenured or contract.
