For seven years, the Northern department, responsible for child protection, entrusted dozens of children to foster families who did not have approval. Worse, several of these minors were victims of “humiliation”, “forced labor” and “violence”. This is what independent journalist Romane Brisard revealed in partnership with the Radio France investigation unit, in an investigation to listen to in Secrets d’info, on France Inter and to read on Mediapart.
Faced with the lack of places in host families, the Social Assistance for Children (ASE) of the North, managed by the department, accepted the proposal of the association “Enfance et Bien-être” with a view to welcoming minors outside the department. At the head of this association, two men, who offer their network of acquaintances to take care of minors placed, without authorization, for remuneration.
