Insufficient emergency aid in Switzerland for children, according to UniNe
Insufficient emergency aid in Switzerland for children, according to UniNe

Food, housing, access to training… Measures must be taken quickly to improve the living conditions of minors who benefit from emergency aid in Switzerland. This is the conclusion of a study by the universities of Neuchâtel (for the legal aspect) and Zurich (for the psychological and social part) commissioned by the federal migration commission. This support often concerns the children of rejected asylum seekers. Designed by politicians as minimal aid, to discourage these undocumented immigrants from remaining in Switzerland, this system proves harmful to the development of children who have only followed their parents on the path to exile. “Long-term emergency aid is not viable for children and this concerns 50% of children receiving emergency aid”, specifies former Vaud state councilor Cesla Amarelle, professor at the University of Neuchâtel and co-author of the legal section of the study.

Cesla Amarelle explains that this problematic situation arises from a political-legal paradox: “What is given in terms of food, housing, clothing, basic medical care is limited to ensuring decent survival, while (legally ) the State must provide benefits which enable the good development (of children). »

Cesla Amarelle calls for “awareness from a political point of view, but also from the authorities in general”, as well as the implementation of a series of measures to improve the daily lives of these children. “It is in the hands of the federal migration commission and especially the intercantonal conference of directors of social action. » /vco
