The construction of the future headquarters of the National Ports Agency, planned in the heart of the Cité de l’Air in the Casa-Anfa district, near Casablanca Finance City, will have to be delayed. The call for tenders launched to choose the company responsible for the work was unsuccessful. No bidder was selected at the end of the procedure. Only two companies, Rouandi and Jet Contractors, submitted their applications.
The first groundbreaking for the construction of the future headquarters of the National Ports Agency (ANP), planned in the Cité de l’Air district in Casa-Anfa, is not coming soon. In fact, the call for tenders launched by the ANP to designate the company responsible for this project was unsuccessful.
Two construction heavyweights failed
Construction companies showed little interest in this submission, and only two major construction players in Morocco submitted their applications: Rouandi and Jet Contractors. However, their bids were rejected after the technical evaluation.

Rouandi, a company managed by Hicham Rouandi, has more than 25 years of experience in the sector. In 2023, it achieved a turnover exceeding 530 million DH.
As for Jet Contractors, listed on the Casablanca Stock Exchange, it is managed by Mohamed Adil Rtabi. Graduated with a DESS in Construction from the University of Paris VI and a Masters in Civil Engineering, Rtabi also followed specialized training in Reinforced Concrete. In 2023, Jet Contractors generated nearly 1.4 billion DH.
Despite their financial strength and experience, these two companies did not meet the technical criteria imposed by the ANP, under the direction of Mustapha Farès, in office since last June.
A new call for tenders in preparation
Faced with this situation, a new call for tenders will soon be launched to relaunch the construction project. The ANP estimated the cost of the work at 200 million DH excluding taxes.
The future headquarters of the agency, the design of which was entrusted to the AWM Architectes Urbanistes firm, headed by Abdelouahed Mountassir, will occupy an area of 7,846 m². Located on the edge of the Cité de l’Air residential district, it will be located near Casa Finance City, all along Boulevard de l’Aéropostale.

As a reminder, the ANP already owns a 25-storey tower, reaching 105 meters, delivered in 2021. This building, which cost 340 million DH, currently houses the agency’s headquarters and brings together the various stakeholders from the port of Casablanca. However, the future headquarters is intended to bring together other entities, as part of urban development near strategic areas of the city.
