Only, this photo would be a cropped version from a photo taken during the trip of
Harry and Meghan in Ireland, in 2018.
There is, in fact, a wider plan of the photo where we see Meghan Markle and other guests. According to royal observers, this choice of photo would not be the result of chance. It would be a message addressed to the 43-year-old former actress. However, while conducting the investigation, Mirror said it was not an attack on the Duchess of Sussex.

According to Mirrorthere would be two versions of this photo. The first one being the wide shot with the Sussexes and guests. to crop images to obtain individual images“. It is therefore highly likely that the royals did not crop the image before posting it.
