Healthcare spending on the rise in 2023

The latest report from the Department of Research, Studies, Evaluation and Statistics (DREES) analyzes the current health spending of French people in 2023. This CSBM (Consumption of medical care and goods) includes hospital, outpatient, medicines and medical devices, but excludes long-term treatments and prevention (vaccination and screening).

Compared to the previous year, this amount marks an increase of 5.2%, confirming a trend of increasing costs in the sector. Our country has a CSBM of 249 billion, distributed as follows: hospital care (€122 billion), outpatient care (€72 billion), medicines (€33 billion) and medical devices (€21 billion).

In 2023, devoted 11.8% of its GDP (Gross Domestic Product) to health spending for its 68 million inhabitants, a rate higher than the average of 10.4% recorded in the European Union.

Details of health expenditure items in France

The amount of hospital care increases in 2023 by 5.7%. This increase is explained by the evolution of energy costs and remuneration in public hospitals (+3.6%). In private clinics, prices remain stable (+0.4%), but the volume of treatment increased by 6.3%.

THE outpatient carecovering consultations, nursing care, physiotherapy and travel, constitute 29% of the CSBM. This item is increasing, particularly for medical assistants (+6%) and medical transport (+10.8%). This observation reflects a growing use of outpatient care to relieve pressure on hospitals.

THE drug expenses increased for the third consecutive year (+3.1%), in particular due to the marketing of expensive innovative treatments in oncology and rare diseases. The number of boxes of reimbursable medicines, however, decreased by 1.1%, mainly thanks to a drop in the sale of painkillers.

THE medical devices represent 8.5% of the CSBM. 100% health has led to an increase in optical (+14.2%) and dental (+3.6%) costs. The fall in the use of hearing aids (-4%) and especially in purchases of sanitary masks counterbalances this increase.

Better distributed support

In 2023, Social Security covers 80.1% of health spending, an increase of 1.5 points since 2019. This funding is supplemented by complementary organizations which reimburse 12.4%.

The remainder directly payable by households represents 7.5% of the CSBM, or approximately €274 per person. This amount, one of the lowest in Europe, has been decreasing regularly for several years (-8.4% compared to 2019), thanks to the systems supported by 100% health and mutual insurance contracts offering coverage. reinforced.

Maintaining the balance between innovation and accessibility requires adapted policies. The challenge is to guarantee universal access to care without increasing the burden on households.
