Monopoly, anarchy and absence of the legislative framework… These are the shortcomings pointed out by the deputy of the justice and development group (PJD)Fatima Zahra Batawho believes that the energy sector in Morocco faces several difficulties. The parliamentarian reopened this file during a meeting of the Committee on Basic Infrastructure, Energy, Mines and Environment in the House of Representatives.

According to Bata, “ A blue society » dominates the energy sector in Morocco and green hydrogen faces the absence of a legislative framework.

Aware of the challenges weighing on the energy momentum, the MP declared that “the energy sector in Morocco faces major challenges, particularly with regard to guaranteeing competitiveness and the fight against monopoly”.

During said meeting, which was held on Tuesday in the presence of the Minister of Energy Transition and Sustainable Development, the PJDiste argued that the fuels sector is dominated by a single company, which she described as “ blue company“, and that the gas sector is also experiencing the installation of production, distribution and marketing chains where the same company dominates.

She added that a contract worth 2.4 billion dirhams linked to fuel oil for electricity production was awarded to this same company, as was the water desalination contract at the Casablanca station. Expressing doubts about the green hydrogen situation, the MP firmly denounced the domination and monopoly that reign over the sector.

During his intervention during this same meeting, which was dedicated to the presentation of the “ Morocco’s national energy policy and offer regarding green hydrogen“, Bata estimated that the initiative “ the Morocco offer » is an important step in achieving the country’s energy and environmental goals, with production expected to reach around 3 million tonnes by 2030, or around 4% of global demand. However, she clarified that the achievement of these objectives is hampered by the absence of a clear legislative framework governing the investment and exploitation of green hydrogen.

She also questioned the legality of the head of government’s decree regarding green hydrogen, particularly because it includes tax exemptions, financing measures and legal procedures to implement ” the Morocco offer“, while completely excluding the competent constitutional institutions for its approval, when it should have been validated during the council of ministers, according to his words.

Bata also highlighted that the green hydrogen sector in Morocco faces several problems, such as uncertainty regarding global demand, difficulty in estimating future demand, lack of technologies in the sector, financial costs high and constant supply of high quality water.
