In a memo dated Monday and including The Press obtained a copy, the CEO of the CISSS du Bas-Saint-Laurent, Jean-Christophe Carvalho, warns staff that the establishment will face “a significant challenge in the context where we must maintain services to users, while minimizing the impacts within our organization. »
It indicates that the anticipated deficit of the CISSS, for the year 2024-2025, reaches 38 million dollars, “of which 30 million is largely attributable to the use of independent labor (MOI)”.
“At first, the ministry [de la Santé et des Services sociaux] had authorized the deficit of 30 million linked to the MOI, so that the deficit to be eliminated amounted to 8 million, he wrote. However, he has just asked the entire health and social services network to accelerate the elimination of any form of deficit. In our case, the target would be to eliminate 90% of our deficit, which represents a sum of 34 million. »
The CISSS indicates that “colossal work” had already been initiated, including “the evaluation of administrative performance and the suspension of new projects”.
However, it will be necessary to “go back to the drawing board”, indicates to The Press the spokesperson for the CISSS Gilles Turmel, in order to update the plan aimed at achieving a balanced budget. “We have good hope of getting there,” he said.
No display at the CISSS de la Montérégie-Est
At the CISSS de la Montérégie-Est, the posting of more than 500 positions, planned for November, will not take place as planned. The Alliance of Professional and Technical Personnel in Health and Social Services (APTS) and the Fédération interprofessionnelle de la santé du Québec (FIQ) indicate that it is canceled, which the CISSS de la Montérégie-Est denies.

The health establishment currently states that it is “assessing the needs of the organization in order to establish the positions that will be added.” “We are currently re-evaluating 527 positions,” it is stated. Some of these positions are temporarily filled by our employees registered on the recall list. »
The CISSS de la Montérégie-Est reminds that it “must restore its financial balance for the current year”. The anticipated deficit is 77 million.
Joëlle Lavoie-Vigeant reports that the employer informed her on Friday that it was also necessary to reduce overtime as much as possible. “There are some in certain services, among others in youth accommodation, many at the DPJ [Direction de la protection de la jeunesse] “, she says.
