Tramway: the CDPQI wants to find a “cost estimator”

After a first “market notice”published in December and intended for companies wanting to build the Quebec tramway, the Caisse de dépôt et placement du Québec Infra (CDPQI), new project manager of the megaproject, is now seeking to add “cost estimator services “.

This is what we can read in the very first “call for proposals” launched by CDPQI in conjunction with TramCité, on January 12, with a view to selecting “independent cost estimator services for an urban tram project” .

Interested companies have until Friday January 24, 11:45 p.m., to apply. As the call for proposals is underway for a few more hours, CDPQI would not say whether any companies have submitted offers.

“CDPQ Infra seeks, through this call for proposals, to select from among the bidders the one who will present, at the end of the evaluation period, the best proposal for the supply to CDPQ Infra and its subsidiaries of estimator services. independent costs in order to help it, in particular, to determine a target price for carrying out the project,” we can read.

This supplier will be responsible in particular for “developing the cost breakdown structure of the Project [qui] must include a breakdown by item as well as a geographic breakdown, and be based on best practices or international standards applicable to the estimation of costs of collective rail transport systems,” it is specified.

The TramCité project is estimated at $7.6 billion. Its final financial package is still to be determined and a game of ping-pong is currently being played between the governments of Quebec and Canada on this subject.
