The effective and in-depth implementation of the reform of the education and training system must be based on a legal framework consistent with the ambitions and commitments arising from legislative texts, particularly framework law 17-51, affirmed Tuesday in Rabat the president of the Higher Council for Education, Training and Scientific Research (CSEFRS), Habib El Malki.
In a speech at the opening of the 6th session of the second term of the CSEFRS General Assembly, Mr. El Malki declared that the acceleration of the implementation of the provisions of the framework law and the putting into practice of its legal and legal framework constitute a fundamental guarantee to perpetuate and protect this reform.
In this regard, he stressed the need to consolidate and develop the achievements accumulated by the Kingdom in the field of education and training, which constitute the cornerstone of “the new school”.
Mr. El Malki also noted that the time has come to organize a national conference which will make the measures included in the strategic vision and the report of “the new school” a subject of debate involving all stakeholders. , as part of a participatory approach, combining professional expertise, field experience and political credibility.
He therefore called for the design of new solutions capable of providing answers to “outstanding cross-cutting issues”, for a true educational renaissance, guaranteeing a profound improvement in the quality of education.
The “new school” project remains one of the major priorities of the second mandate, which revolves around support, monitoring, anticipation and prospecting for the reform of the education system and the construction of ” the new school,” noted Mr. El Malki.
In the same vein, he cited the report entitled “The new school, a new social contract for education and training”, aimed at deepening reflection on the nature of “the new school”, its foundations, its contours and the conditions for its realization, following a systemic and prospective approach, which takes into consideration future challenges and the experiences of successful education systems.
Furthermore, Mr. El Malki called for greater collective efforts to make 2025 a year of acceleration of the implementation of the reform, by meeting societal expectations in the areas of education, training and scientific research.
He also stressed that the CSEFRS, aware of the extent of these aspirations, constantly relies on the High Royal Guidelines relating to the Council's support for reform, in coordination with government departments and the institutions concerned. , with the aim of improving the quality of education and promoting equal opportunities, in the service of the individual and society.
Aware of the importance of paying particular attention to spatial and territorial justice in monitoring the reform project, the Council is committed, through the report “Territorial Atlas of Disparities in Education”, to developing the instruments and the mechanisms necessary for the evaluation of the education system in the spatial aspect, in a precise and effective manner, he added.
In this sense, Mr. El Malki pointed out that the said report highlights the subject of school infrastructure and reveals significant disparities in the quality of infrastructure between the three different school cycles.
Likewise, he underlined the need to implement more effective local policies capable of improving educational infrastructures in the most isolated local authorities. The objective being, he said, to respond to territorial challenges and to strengthen spatial justice in the education system, so as to ensure greater equality of opportunities.
Regarding school guidance, Mr. El Malki said that the analyzes and quantitative and qualitative data in the said report revealed that the guidance system in force suffers from numerous limitations and still does not meet the conditions of relevance. , efficiency, effectiveness and sustainability.
This meeting was also marked by a presentation on the progress of the Council's action plan for the year 2024 and the projects planned for 2025, as well as by the presentation, by the Minister of National Education, Preschool and of Sports, a report on the latest developments and current challenges in the education system, in addition to the signing of a cooperation agreement between the Council and the Ministry of Digital Transition and Administration Reform.
The agenda for this session also includes the presentation, examination and approval of the “new school” project, developed by a dedicated working group. In addition, two reports, established by the National Evaluation Authority, will also be presented. The first concerns “The Territorial Atlas of School Infrastructures”, while the second concerns “Orientation in the education and training system”.
Participants in this meeting will also examine and approve the Council's draft budget for the 2025 fiscal year, as well as present the majlisbot (IA) and E-majlis digital platforms to the members of the Council.
