The Foundation for Student Housing (FLE) is the winner of the call for investors launched by the PAV Foundation (Praille-Acacias-Vernets) for the creation of public utility housing intended for people in training. From 2028, around a hundred accommodations will be made available to students of the University of Geneva, in the heart of the future Etoile district.

This first call for investors was launched last June, the PAV Foundation and the University of Geneva (UNIGE) indicated in a joint press release on Thursday. Its objective is to grant a distinct and permanent surface right (DDP) on land owned by the PAV Foundation, located at 48 avenue de la Praille, in the commune of Carouge.

The student residence concept presented by the FLE and the University of Geneva appealed to the evaluation committee as well as the foundation board. They particularly appreciated the typology and quality of the accommodation offered, including rooms and studios with small kitchen plans and individual bathrooms.

Respond to demand

The collaboration between the FLE, a non-profit entity, and UNIGE was an important element in the evaluation committee’s decision. In particular the University’s desire to keep the rental price accessible for those with a low income.

The news delighted the alma mater. “Increasing the number of student accommodations is one of the major axes of the program led by rector Audrey Leuba,” noted François Bellanger, director of real estate strategy attached to the UNIGE rectorate, quoted in the press release.

This increase is substantial since the UNIGE Housing Office now operates 800 housing units. Only 200 are released each year, which is insufficient to meet demand.

By 2029

With the granting of this DDP, block A of the first localized Étoile neighborhood plan (PLQ Etoile 1), which entered into force in 2019, is now closed. Its completion, planned by 2029, will then be a strong marker for the Etoile district.

Located near the Lancy Pont-Rouge station, this district will accommodate around 5,200 residents. Ultimately, around 5,400 jobs will be created and public facilities, major cultural spaces and businesses built. Mainly pedestrian, it will be decorated with a central square, itself crossed by the open-air Drize.

The landscape project which will shape the future public spaces of the district was unveiled on November 12. It is on display at the old Parker factory until November 30.
