Test purchases are governed by a directive. Minors must come from another canton, be accompanied during checks and not consume. Above all, their identity is protected (they must never show their card) in order to avoid any retaliation. While all cantons have a legal basis for test purchases for alcohol, only nine have one for tobacco. Among them, Geneva, Vaud, Zurich and Basel. In the latter case and in order to smooth out practices, anchoring in federal law is soon planned.
