The results over the next few years will allow us to assess the real dynamism of this product. The surveys carried out by the Cercle de l’Épargne seem to prove the existence of a real appetite among savers for it.

The individual PER segment is the largest with an outstanding amount, at the end of 2023, of 59.9 billion euros. This segment benefited from significant transfers from former PERP, Madelin or Préfon contracts. Segment 2, linked to employee savings, had an outstanding amount of 23.4 billion euros and segment 3 (compulsory company supplementary pension) closed the gap with an outstanding amount of 19.5 billion euros.

The concern of the French about the future of the retirement system led to the success of the PER. Nearly three-quarters of them (2023 Cercle de l’Épargne survey) believe that their pensions will not allow them to live properly in retirement. This fear is widely shared by all categories of households. More than one in two French people say they are saving for retirement. The Retirement Savings Plan is now among the most attractive products, after life insurance and savings accounts, for preparing for retirement, now ahead of real estate. The tax deduction on entry and the possible exit in capital also explain its success.
