The resource ceiling which conditions the allocation of HLM housing will be revised downwards. A bill will be presented to the Council of Ministers to this effect in May and the measure could concern nearly 200,000 households.

If 80,000 households are today affected by the over-rent, according to the Social Union for Housing, there could soon be 200,000, or 120,000 more. All people renting an HLM must pay a supplement when their resources exceed the ceiling set for the allocation of this type of housing by at least 20%, and this regulation could change. In any case, this is what Guillaume Kasbarian, the Minister for Housing, indicated.
To Les Échos, he explained that he wanted “re-examine the relevance of continuing to occupy social housing for those who have largely exceeded the income ceilings”. The limit could therefore be lowered and the bill, which will be presented early May in the Council of Ministersindicates that the payment of an additional rent would be triggered as soon as a household’s resources exceed the ceiling by one euro. If this new standard comes into force, the number of households residing in HLM will therefore be significantly increased.

How will the additional rent be calculated? The bill does not yet mention it, even if, according to The echoesthe amount must logically vary depending on the level of excess. The legislation should also be transformed for households who must leave social housing. Indeed, today, if the income earned exceeds the resource ceiling by 150%, tenants are asked to leave their accommodation within two years. With this law, this rate could be lowered to 120%. A measure which will not concern people over 65 and people with disabilities.
