The arrests continue within the framework of surveys on the management of Force COVID-19 Funds. This Thursday, April 17, 2025, the Affairs Brigade (BAG) of the Criminal Investigations Division (DIC) proceeded to the surge of three former officials of the Ministry of Women, Family, Gender and Child Protection (MFFGPE), before the Dakar prosecution.

They are Djiby Diakhaté, former director of general administration and equipment (DAGE), Ndongo Mbaye and Mamadou Guéye Dramé. All three are continued for a lack of justification for expenses of a total amount of 36,147,500 CFA francs, according to the information reported by Seneweb.

The trio must be the subject of a return of prosecution, pending the appointment of an investigation cabinet by the public prosecutor for the opening of a judicial information.

The explanations of Djiby Diakhaté

Heard by the bag, Djiby Diakhaté challenged the amounts mentioned by the Court of Auditors in his report. He argued that he said, according to him, many errors and amalgams relating to the management of COVID-19 funds by his ministry. The old dage claims to have given the DIC all the necessary supporting documents.

Regarding the cases of reported duplicates, he explained that these were hardware errors, corrected by the transmission of parts bearing the same amounts. Finally, for the other irregularities raised, he says he provided all the necessary explanations, supported by supporting documents.

For their part, Ndongo Mbaye and Mamadou Guéye Dramée made no observation during their hearing, according to the investigators.

This development intervenes in a context where the judicial authorities accelerate the account reduction procedures linked to the management of emergency funds mobilized during the Pandemic of COVID-19. The report of the Court of Auditors, made public in December 2022, had highlighted several irregularities in the use of these public resources in various ministries.
