The Ministry of Abdessamad Kayouh has just made the decision to extend the transitional period until the end of 2025 to comply with certain requirements of the new specifications for the car rental sector without driver, which entered into force on April 15, 2024.
During recent meetings held in Rabat between April 28 and 30, in -depth discussions were conducted with professional organizations representing various transport sectors, such as public passenger transport, tourist transport, rural transport, and car rental. The aim of these meetings were to promote a constructive dialogue between the ministry and professionals in order to implement sustainable solutions.
Kayouh has placed the revision of the specifications at the heart of the priorities of his ministry, stressing the importance of this activity which is experiencing considerable enthusiasm due to the influx of foreign tourists and the return of Moroccans residing abroad.
The Minister also announced a fleet renewal program for rural transport, initiated in accordance with a recent ministerial decree. This program, which spans 2024 to 2026, aims to improve the quality of vehicles and services offered to rural populations while strengthening road safety.
-In parallel, efforts continue to educate professionals about these developments. The subsidies granted to the rural transport sector have been increased in order to encourage professionals to participate in the renewal of this vital sector. Priority has also been given to monitoring rural transport files by the ministry’s transport committee, thus guaranteeing responsiveness to local needs.
As part of the public transport of passengers, the emphasis was placed on the progress of agreed priorities, in particular the secure bus program, which is part of a continuous improvement approach for the attractiveness and competitiveness of road transport. The modernization of the bus fleet is also planned, with a substantial budget intended to reduce the average age of vehicles and to promote high safety standards.
The Minister has not omitted to highlight the growing importance of structuring the tourism transport sector, a key area for the connection between the various tourist destinations in Morocco. Throughout the discussions, professionals have expressed their concerns in the face of the challenges posed by the Pandemic of COVID-19, but also their expectations concerning the reception of future international events.
This reform dynamic is also intended to be accompanied by a digitization and simplification of administrative procedures, aimed at fluidifying the processing of files presented to the Transport Commission.
