The PJD parliamentary group expressed, this Monday, May 5, its concern on the lack of programming of the interventions under the “right to inform” on Monday, May 5, in accordance with article 163 of the internal regulations of the House of Representatives. Mustapha Ibrahimi stressed that “under the two previous governments, this right was exercised four times per weekly session of oral questions, while under the current government, it has only been used four times since the start of this legislature”. Ibrahimi recalled that his group had notably asked to express themselves on the cyber attack targeting the CNSS database.
To everyone’s surprise, the PAM group, a member of the government majority, supported the request of the Islamists. Ahmed Touizi, president of the group of deputies of the tractor party, urged the Akhannouch government to respond to requests for speaking of parliamentarians at the end of weekly sessions of oral questions. “The majority is not afraid,” he said forcefully.
Article 163 of the internal regulations of the lower chamber supervises this right: “MEPs can speak at the end of the weekly session devoted to oral issues to approach a subject of general and urgent interest requiring to be brought to the attention of national public opinion. The president of the group or parliamentary group must notify in writing the president of the chamber of requests from representatives affiliated to the group, at least twenty-four hours before the opening of the session. ”
“The government can provide data, declarations and clarifications on the questions raised by the representatives. A total duration of sixteen minutes is allocated for this purpose. The number of stakeholders is limited to two of the opposition and two of the majority, alternately between parliamentary groups, while respecting the rights of unresolved representatives. On this basis, the office establishes the list of stakeholders before each session. Each subject is dealt with in two minutes, ”says the text.
