1. SECURITY ADVICE: The Regional Security Officer advises the Principal Security Officer, the Director, the ADM and the relevant Regional Director on all aspects related to the security of IFAD staff, their eligible family members as well as premises, assets and operations and assists the Principal Security Officer in regional security operations. Within delegated authority, he/she advises and assists the Directors of Regional Divisions, IFAD Country Representatives, Country Directors and Heads of IFAD Multi-Country Offices and Operational Units on all security and safety matters, including but not limited to responding to critical security incidents and emergencies, as required.

2. SECURITY INFORMATION MANAGEMENT, ADVISORY AND ALERTS: The Security Officer (Regional) ensures that the Chief Security Officer, the Director, the ADM and IFAD staff are regularly and timely informed of security developments, providing them with information and reports as necessary; the incumbent ensures that all IFAD staff have access to and receive timely security training and updates, alerts and warnings when the security situation warrants.

3. SECURITY RISK MANAGEMENT/REPORTING: The Security Officer (Regional):

  1. supports the monitoring and implementation of IFAD and United Nations Security Management System (UNSMS) policies and procedures on safety and security; oversees IFAD staff compliance with all applicable security training requirements, policies and procedures, including but not limited to security risk management and security contingency plans, promoting understanding and support for security requirements;
  2. Within delegated authority, undertakes and/or supervises regular missions to IFAD country offices and project areas to assess local security conditions, conducts security risk assessments and makes recommendations to improve the safety and security of staff and assets; assists programme managers, among others, in ensuring compliance with security standards and requirements, reviews and revises IFAD’s operational security plans;
  3. presents analytical reports on changes in the security environment and threat level, prepares situation reports, maintains statistics on security incidents affecting personnel and assets and ensures appropriate follow-up of security incidents affecting personnel and assets;
  4. supports IFAD Country Representatives in their participation in the Security Management Team and UNCT, as appropriate;
  5. monitors local shared security budgets (LCSSBs) at the regional level, to ensure that IFAD’s contribution is in line with IFAD staff figures and expenditure;
  6. acts as a member or alternate member, as the case may be, of the relevant security management networks;
  7. collaborates with all internal stakeholders, including regional offices, corporate service managers and other IFAD staff, as required.

4. COORDINATION OF BUSINESS CONTINUITY MANAGEMENT PLAN: The Security Officer (Regional) supports the coordination of business continuity activities in support of business continuity management to ensure the preparedness of all elements of IFAD’s emergency procedures and to raise awareness among staff in line with IFAD’s Business Continuity Management System. This includes testing, practicing and improving business continuity plans. The Security Officer supports the maintenance of IFAD’s security compliance standards, the emergency communication system and providing advice to country representatives on the selection of appropriate security equipment (vehicles, telecommunications equipment, PPE, etc.).

5. SECURITY DEFENDER: The (regional) security officer:

  1. Provides operational analysis related to security and safety threats and risks to IFAD staff, operations, premises and assets in the field, providing security management and staff with necessary guidance and mitigation measures;
  2. Liaises and coordinates security and safety operations with UNSMS and IFI security personnel and host country agencies at the regional level. Develops, negotiates and implements safe and secure access strategies to enable IFAD teams to accomplish their mission(s); acts as alternate security focal point and attends meetings of the UNSMS working groups, the security cell and the SAG of the country of assignment, as required;
  3. conducts and/or supervises safety and security assessments of IFAD operations in high-risk environments to ensure compliance with applicable policies and procedures;
  4. formulates appropriate recommendations to strengthen IFAD’s safety and security procedures and address non-compliance issues;
  5. supports incidents involving IFAD staff and/or Fund assets and provides necessary recommendations.

6. SECURITY TRAINING: The Security Officer (Regional) facilitates the provision of security training such as Security Induction Program (SIP), SSAFE, WSAT, etc. and briefings to all Fund staff.

7. MANAGEMENT FUNCTIONS: The Security Officer (Regional) is responsible for the integrity, transparency and fairness in the management of IFAD resources, as appropriate. This may include:

  1. Staff management through recruitment, performance and career management of staff as well as learning management, establishing learning plans and ensuring that supervised staff meet their development needs while meeting the needs of IFAD;
  2. Resource management by providing input into unit budget preparation exercises;
  3. Knowledge and content management by ensuring that (1) knowledge content in the functional area is continually updated and available to colleagues and clients (2) best practices are continually identified, documented and disseminated and (3) appropriate and up-to-date information and learning tools are available to managers, supervisors and Fund staff; and
  4. Information technology management by leveraging ERP capabilities to improve business results, simplify transaction and reporting processes, and enhance customer services.
