POSITION: Supply Chain Manager

Within Plan International Burkina Faso, the incumbent of this position will ensure that appropriate strategic direction is set and maintained for the country’s supply chain, in line with Plan International standards and processes. The incumbent will lead supply planning and engage proactively in frontline supply chain support to meet programme and project needs and requirements; ensure compliance with donor, grant and Plan procedures and systems, whilst upholding high ethical standards.

Responsible for the effective and efficient organization and coordination of the Supply Chain team, this is an opportunity to increase performance and expertise within the national office and program units, strengthening internal control, processes, capabilities and performance. With a strong analytical and problem-solving mindset, you will be able to identify opportunities as well as challenges, and act as a change leader.

RESPONSABILITES

Maintain a high level of management of all supply chain activities.

  • Country Programme needs are planned, consolidated and appropriately procured, with efficient processes to achieve savings, ensure compliance and minimise risks;
  • The country’s motor fleet (including owned and leased vehicles and motorcycles) is suitable for carrying out Plan International projects and well managed;
  • Storage and flow of goods in the country’s supply chain enables project execution, while maintaining consistent and appropriate controls;
  • The country has a planned and appropriate pool of assets (low and high value) and can control, manage and account for them effectively;
  • Offices and other premises (including warehouses and premises) are managed as a national portfolio, with requirements and costs reviewed and forecast regularly;
  • Responsible for the overall performance of the supply chain, providing strategic direction for the function and ensuring it is well aligned with the strategic objectives of the organization;
  • Ensure the development of overall operational planning for purchasing in liaison with the respective departments, and lead the implementation of the plan in order to achieve the objectives of the organization;
  • Monitor overall process performance, manage continuous improvements in the department, ensure receipt of regular reports including quarterly expense analysis;

FORMATION & EXPERIENCES

  • University degree (Bac + 4 at least) in the field of business management and administration (MBA) or in a related field, with at least 5 years of practical experience in a similar position, including 3 years in the humanitarian/NGO sector;
  • Experience in a similar environment with significant scale in the field of purchasing and supply chain management;
  • Supply chain experience in emergency programs, both through self-implementation and through partners;
  • Prior experience in managing and developing teams and the ability to lead, motivate and develop others;
  • Strong leadership and interpersonal skills, with a particular ability to think outside the box;
  • Strong analytical and problem-solving skills, with the ability to report and demonstrate improved performance and efficiency through timely and concise reporting;
  • Excellent communication skills
  • Strong computer skills, particularly Excel and Enterprise Resource Planning (ERP) software (SAP, Microsoft Dynamics, etc.)
  • Knowledge and experience in project management
  • Strong technical supply chain skills, with significant experience managing supply chains across multiple locations.
  • Knowledge of humanitarian sector trends and constraints would be an advantage.
  • Experience with international supply chains and customs regulations would be an advantage;
  • Ability in the field of training and capacity building would be an advantage;
  • A professional qualification and membership in a recognized institution in the field of purchasing and supplies;
  • Experience working in an ERP based environment and systems;
  • Experience working in large-scale/rapidly evolving emergency response would be an advantage.
