The report from the Congolese Press Agency (ACP) had the effect of a bomb. Two members of the government, the Minister of Finance Nicolas Kazadi and the former Minister of Rural Development, Guy Mikulu are prohibited from leaving the territory, reveals a note from the General Directorate of Migration (DGM) implementing a decision of the Court of Cassation, who opened a judicial investigation against them

“My office has opened a judicial investigation against the following people: Nicolas Kazadi, Minister of Finance; François Rubota, Minister of Rural Development and Guy Mikulu, former Minister of Rural Development,” indicated Firmin Mvonde, Prosecutor General at the Court of Cassation. It was he who ordered these three personalities to be banned from leaving the territory. In the note addressed to the Directorate General of Migration (DGM), he specifies: “In order to prevent the above-mentioned from being able to evade the legal proceedings initiated against them, I enjoin you to instruct all your services working at the border posts to prohibit the latter from leaving Kinshasa where they are required to answer before the organ of law and territory of the Democratic Republic of Congo“.

A financial scandal of overbilling

The Minister of Finance who returned last Saturday from Mbuji-Mayi (center of the country) where he campaigned for the senatorial elections was disembarked the same day from the plane which was to bring him to Europe in the company of his wife.

The three personalities are involved in a financial scandal of alleged overbilling in drilling and streetlight contracts. They are summoned this Monday, April 29 to the Office of the Attorney General at the Court of Cassation to shed light on two projects overcharged in the files of drilling (rural development) and street lamps (city of Kinshasa). The first (drilling) contract, signed by the predecessor of Minister Nicolas Kazadi, the latter defends, provided for a first deposit of 80 million dollars, including 71 million paid to Mike Kasenga, CEO of Stever Construct, the company responsible for executing this project and which would be the property of his brother.

The Minister of Finance revealed, regarding the contract for the purchase of street lamps, that the account opened was in the name of the town hall of Kinshasa, with the signature of the governor of the city.
