International heads of state are beginning to congratulate Donald Trump on his second term in the White House. Ukrainian President Volodymyr Zelensky congratulated him and hoped for “just peace” in Ukraine. Giorgia Meloni, Italian Prime Minister, sent him her “best wishes”.
