Israeli public broadcaster KAN unveiled on Tuesday evening the document that serves as the basis for hostage negotiations in Doha, Qatar. This text, presented in Hebrew to the security cabinet, sets out the detailed conditions of a potential agreement. “The objective of the agreement is the release of all Israeli hostages held in Gaza – civilians and soldiers, living or not – captured at any time, in exchange for an agreed number of Palestinian prisoners held in the prisons Israeli forces, and the establishment of lasting calm, leading to a permanent ceasefire, the withdrawal of Israeli forces from the Gaza Strip and the rehabilitation of the Strip,” the document states.
The text also details the process of releasing the hostages. “On the first day, three female Israeli hostages will be released, on the seventh day, four more female hostages, then three hostages every seven days – starting with those who are alive,” the document states.
Regarding the military withdrawal, Israel undertakes to withdraw from central Gaza, “mainly from the Netzarim corridor”, and to completely dismantle military outposts. The Israeli Defense Forces will allow the entry of humanitarian aid once the agreement takes effect.
In a first phase, Prime Minister Benjamin Netanyahu has already approved the launch of post-war reconstruction in Gaza, including the rehabilitation of infrastructure, the clearance of rubble, and the delivery of at least 60,000 caravans and 200,000 tents .
According to KAN, while the document initially demanded the expulsion of at least 50 Hamas terrorists either abroad or to Gaza, Israel is now demanding a higher number. The second phase of the agreement provides for “a permanent cessation of military operations and all hostile activities, with the implementation of calm.”
