Position
Resident Director, Fekola (Mali)
Introduction
The main function of the incumbent is to manage all tasks associated with and within General Administration, Human Resources, Finance, Camp and CSR at the Fekola Complex in Mali. This position will assist the General Manager in the overall management of the site. During periods of absence of the General Manager on site, the Resident Manager would assume control of all operations departments.
This is a key site coverage role designed to ensure that site management remains strong, stable and effective, whilst providing guidance on matters of cultural and/or national significance.
Location and reporting structure
Reporting to the General Manager, Fekola Operations, this position will be an 8/4 inbound-outbound flight rotation, based at B2Gold Mali’s Fekola mine. A residential option would be available for this position if the candidate resides in Mali (rotation will differ).
Responsibilities
Implement and maintain procedural frameworks
- Collaborate with the General Manager of Operations on policy issues;
- Research and explain laws and legal matters regarding mining, labor and local content laws and decrees to all HODs;
- Compile, update and implement relevant Site policies and procedures and ensure compliance therewith;
- Produce management reports and statutory reports.
Workforce planning and job design
- Assist with organizational design across the site to reflect Malian values while meeting B2Gold’s requirements for efficiency and productivity of a large workforce;
- Ensure the site’s compliance with local content requirements under various existing state laws and decrees;
- Recommend compensation strategy and policy to management, dismantling existing structures as necessary to protect against union influence while still being able to attract high-level employees to the site.
Maintain Accountability
- Hold managers accountable for executing strategic plans by setting clearly defined goals for each department under their responsibility and measuring results against the goals.
Recruitment and selection
- Facilitate recruitment and selection processes for senior management positions in areas of responsibility, assist the General Manager in the same for operational positions;
- Evaluate, propose and implement attraction and retention strategies;
- Support expatriate administration;
- Ensure that local employment and empowerment initiatives meet the local content requirements of the law.
Training and development
- Ensure the success of the corporate mentoring program by instilling fundamental values in Malian understudies;
- Ensure HiPot’s national employee matrix remains dynamic based on performance.
Strategic objectives and general support
- Help management achieve the strategic objectives of the organization;
- In general, maintains the social acceptability of the company to operate;
- Provide advice and corrective action on workplace issues;
- Supervise compliance with the budget of the responsible departments;
- Support business initiatives and participate in the identification of organizational risks and the implementation and management of controls.
Policies and Regulations
- Adhere to and support all company-related policies and procedures;
- Develop new site policies as needed to meet legal requirements.
And other obligations defined by the Company.
Skills and requirements
- Relevant baccalaureate obtained from a reputable institution.
- Minimum of 10 years of experience in a senior management position, preferably in the mining industry.
- Advanced knowledge/skills in the following areas:
- Develop and maintain constructive and cooperative working relationships;
- Negotiate and facilitate;
- Analyze the information and evaluate the results for the best course of action;
- Principles of business and management.
- Able to formulate sound strategies for managing a unionized workforce to ensure there is no disruption to operations.
- Able to work at all levels of government offices and ministries.
- Strong decision-maker with a strong work ethic, problem-solving ability and superior administrative management skills.
- Mastery of the Microsoft Office suite;
- Possess a valid driver’s license.
- Fluency in English, French and Bambara (desirable).
