The latest procedure concerns Brest Métropole and three municipalities: Brest, Gouesnou and Guilers for which a litigation appeal was recently filed. The Bigoudène association VéLo 228 Finistère indicates, in a press release, that it has contacted the Rennes administrative court to enforce the obligations of article L228-2 of the environmental code. The latter specifies “that on the occasion of the construction or renovation of urban roads […] cycle routes with facilities must be developed.” A law that the association intends to enforce.

“We first send an information letter to the municipalities, then we move on to a voluntary appeal and, if that is not suitable, we go to litigation,” explains Luc Hascoët, one of the association’s administrators. “Sometimes things go very well and we manage to find solutions. But, when this is not the case, the goal is for the administrative court to rule and be able to impose these cycling arrangements,” continues the South Finisterian.
In addition to the three municipalities of the Brest metropolitan area, other appeals are underway with the Rennes administrative court concerning the municipalities of Crozon (29), Pouldreuzic (29) and Quimper in particular.
