Mr. Nguyen Anh Dung, Deputy Director of the Department of Health of Ho Chi Minh City, said that in 2024, the health sector of Ho Chi Minh City has achieved many positive results, developing health care specialized and numerous hospitals meeting international national quality standards.

However, there are still many limitations and difficulties, including some degraded and overloaded hospitals, including: psychiatric hospital, orthopedic trauma hospital, tropical diseases hospital in Ho Chi Minh City.

Currently, the Ministry of Health has a project to submit to the People's Council to invest, renovate, modernize and even build new hospitals in order to improve the quality of services and develop specialized specialties in this area.

In addition, Ho Chi Minh City currently has 7 hospitals granted Group 1 financial autonomy by the People's Committee in accordance with Decree 60, but there are still no specific instructions on the establishment of hospital management councils. hospitals, such as the creation and reorganization, dissolved the public service unit.

The health sector will notify the pilot committee of the Management Council located in a hospital pending specific instructions.

Medical posts still struggle with resources and staffing

According to Mr. Dung, medical posts are currently still experiencing difficulties in terms of resources and personnel. The Ministry of Health proposed that when districts and municipalities merge, the medical post team remains intact to provide primary health care.

In addition, the price structure of medical services has not been calculated correctly and completely, the financial management capacity of hospitals has not been properly invested, and some hospitals are at risk of experiencing an imbalance between income and expenses.

The financing of investments in information technologies still encounters many problems, the prices of medical examinations and treatments have not been calculated correctly or in full (only 2/4 of the elements are structured – salary costs, allowances and direct costs).

The representative of the Tan Phu District People's Committee said that currently, facilities, medical equipment and drug lists at the basic health level are limited and do not meet the growing needs of the people.

It is worth mentioning that due to policy mechanisms and numerous regulations, the modernization and socialization of district hospitals are still limited. Therefore, the district recommends Ho Chi Minh City to pay attention to and promote the socialization of medical services, focusing on financial investments to improve modern facilities and equipment to improve the capacity of local medical services.

During the survey, Mr. Cao Thanh Binh – Head of the Department of Culture and Society of the People's Council of Ho Chi Minh City – said that Ho Chi Minh City has invested a lot in the health sector, from basic medical level to specialized medical level. , particularly gateway hospitals.

However, there are still some issues that the health sector needs to pay more attention to, such as continuing to improve the quality of basic health care and reviewing and reassessing the facilities and equipment of medical posts.

At the same time, increase investment in medicines, especially medicines for chronic diseases, to attract people to come for medical examination at the station.

More than 54.000 billion VND for major medical projects

Previously, the Department of Health of Ho Chi Minh City submitted to the Department of Planning and Investment the socio-economic development plan for 2024 and 2025.
