LAt the last municipal council of Tonnay-Charente, this little point on the agenda which is causing debate. This involved selling a 356 m² municipal plot of land, located avenue de la Jehannière (1), to the owners of the adjoining plot (2) for the modest sum of 180 euros. “A vile price which could cause the sale to be void,” according to Sébastien Bourbigot, former finance assistant relegated to the simple rank of advisor in September 2023. He voted against the deliberation like six other elected officials.

For Sébastien Bourbigot, it was not a joke. “Such a sum for a 300 m² pleasure garden in the middle of the city does not correspond to any reality. But it gives a lot of added value to the house whose owners have already installed an above-ground swimming pool on the plot in question. We would all like to have an extra 300 m² of garden for 180 euros! On the DVF site, landlocked gardens 500 meters away sell for just under 10,000 euros for 165 m²”

The former deputy, who never fails to tackle his former majority, suggested: “In the high hypothesis, we would be at 60 euros per m² for a price of 18,000 euros, we are far from 180 euros. Without going so high, the real price would have been around 30 euros per m² and we would recover 5,000 to 10,000 euros. Or, we could have given the plot to an association for an exceptional project,” declared the elected official, now in the opposition. “I think this deliberation is illegal,” said the one who denounced afterwards, “bad management and a finance commission that never meets.”
Unusable?
Ludovic Texier said in vain: “We cannot match, even on 30 euros per m² because this land has a slope with a large bramble bush, we cannot do anything about it, it is unusable. » The deputy based himself on the expertise of the Domaines by saying “that doesn't shock me”. Sébastien Bourbigot insisted, “there is an error in the zeros. »
Insisting on what he considers a “low price which could cancel the sale”, he cited case law: “a public authority can sell a property for a sum lower than its value, or even significantly lower, to a private individual, provided have a real counterpart and that there is a goal of general interest. For example the construction of social housing. Here, the general interest, I can't see apart from the fact that municipal employees will no longer have to maintain the plot…”
Éric Authiat is convinced that “it’s all good for us, it will be one less thing to maintain for the municipality. »
