“It brings back memories, I lived there, on the second floor, in 1979.” The buildings of the Carnot residence, Jean-Claude Guillot knew them well, and saw them evolve over the years. Today representing tenants at CSF 22 (Family Trade Union Confederation), “I follow all the rehabilitations in the department. This is the biggest.”

This Friday, December 13, during the visit to the Briochin construction site, he takes a long look at these balconies which have become impassable, blocked by grills, the blackened walls, and the orange plaster having had its day. The picture contrasts with the chalk whiteness of the already rehabilitated facades.

“Their biggest low-carbon project”

The rehabilitation of the 100 housing units in the residence, initiated in November 2022, should be completed in July 2025. With nearly €4 million invested by Terres d’Armor Habitat, including a subsidy of €250,000 paid by the Agglomeration of Saint -Brieuc is quite simply “our largest low-carbon project”, notes Serge Lanoë, business manager within the social landlord, during the site visit this Friday, December 13.

“The renewal of the entire residence is carried out, right down to the asphalt of the courtyard, under which the garages are located,” explains Mickaël Strullu, agency manager of IPH engineering, project manager. Outside, the facades are renovated, the balconies secured, the metal guardrails installed. Inside, the windows are replaced, roller shutters installed and the electrical system is thoroughly restored.

In the basement, the cellars have been condemned. They were “squatted.” We closed all the corridors leading to the cellars, which the tenants were not using,” explains Mickaël Strullu.

“It’s very long”

Six months from the end, residents finally see the end of the tunnel, after living to the rhythm of machines for more than two years. “It’s very long,” breathes Claude-Henri Derouin, living in the residence since 2019, living behind these gates since the summer of 2022. For a period, it was hellish because of the noise, we couldn’t hear ourselves talking in the apartments. »

The social life of the neighborhood has also taken a hit, while the neighborhood committee regularly organizes events in the courtyard, at the foot of the buildings. “The kids always end up downstairs. This summer, they stayed at home, even though the yard could have been returned to residents since there were no businesses. » “As there was no demolition, the residence remained occupied, we worked with the users. For the tenants, it was not easy but the result will be satisfactory,” says Gaëlle Routier, president of Terres d’Armor Habitat.
