The hunt for savings continues, in communities in New Caledonia facing a serious economic and budgetary crisis. Among the various measures envisaged, the government intends to apply a waiting day to agents of the territorial public service.
Establish a waiting day in the territorial civil service. This was one of the avenues put forward by the New Caledonian government, and discussed with the social partners, to generate savings and try to cope with a more than critical budgetary situation. Things are becoming clearer: this Wednesday, December 11, the executive adopted a national bill on the subject.
If Congress ratifies the text, this famous waiting day will be applicable from January 1, 2025, from the third day of an agent’s sick leave. Translation : “This day will be deducted from sick leave rights and will mainly concern ordinary sick leave”develops the report of the collegial session.
The adoption of certain budgetary austerity measures must be considered in order to contain expenditure relating to the wage bill.

The country’s bill concerns agents of the following communities:
- New Caledonia and its establishments;
- the Congress of New Caledonia;
- the customary Senate; the customary councils;
- the Economic, Social and Environmental Council;
- the provinces and their establishments;
- municipalities and their establishments;
- intermunicipal unions;
- mixed unions;
- public intermunicipal cooperation establishments;
- and “independent administrative authorities”.
- But also private law contractual agents of public establishments of an industrial and commercial nature,
- hospital practitioners
- and office colleagues.
“In France, in order to combat short-term absences, a law has reintroduced the deficiency day since 2018”reminds the government, which is “applicable to state civil servants in New Caledonia. Thus, during ordinary sick leave, an agent is only paid from the second day.”
